The new features are currently available on the iOS platform.
Now admins can specify who has the authority to add members directly and the capability is restricted to community administrators by default. It will also enable you to select everyone option if you want to allow any member to add others without the need for an invite link.
There is no information about the availability of this particular feature on the Android platform. We believe that the developers will be adding this capability to Android very soon.
