It has officially announced that starting from August 24, YouTube will start counting a public view the moment any video begins to play, from the very first frame of that particular video, and it is also said that there will be no minimum watch-time requirement.
The new rule of YouTube will be applied globally to long-form videos, Shorts, live streams, and everything else. It is worth mentioning that the long form videos generally needed people to watch for about 30 seconds to be counted as a view.

It is worth mentioning that the change will not affect the advertising or eligibility for the YouTube Partner Program. The company is also keeping its older, more engagement-focused measurement under a new name: “Engaged views.”
