We know that the internal storage is slower than the RAM and that’s why the Android system will not move heavy applications and games to virtual memory and the same will be available on the actual memory and you will get the best performance at the end.

Can Virtual RAM be offered via OTA update?
Yes, smartphone brands can offer Virtual RAM via a software update. But it is not that easy and it may require lots of testing and optimization.
