Windows 11 operating system is not having the feature directly but you can able to get the dynamic wallpapers by downloading a free application called WinDynamicDesktop from the official Windows Store.
Now you need to set up WinDynamicDesktop application my opening the same and click on select theme. Now you need to select the theme that you like and hit apply. If you wish to import a wallpaper then you can also do the same by following the steps:
Create and download a .ddw file from a group of custom images or a .heic file that you like and you can do the same by using online tool. As soon as you downloaded the file, open WindDynamicDesktop app, and click import from file and select the .ddw file.
